Chapter 1 (708 KB) Introduction gives a historical perspective of fish passage improvement in California, and describes FPIP and the efforts to solve "The Problem" outlined in Chapter 2.

Chapter 2 (121 KB) The Problem: Fewer Salmon and Steelhead in the Central Valley describes the historical and current distribution of special-status salmon and steelhead, as well as, the habitat of anadromous fish listed under the Endangered Species Act (critical habitat) and the Magnuson-Stevens Fishery Conservation and Management Act (essential fish habitat). It also describes how artificial structures in rivers and streams cause problems for fish passage.(Figures (8.8 MB))

Chapter 3 (603 KB) Existing Habitat Conditions and Status of Fish Populations describes streams identified as priorities for restoration by state and federal agencies. Each stream description addresses potential impediments to anadromous fish migration, historical and current fish population estimates, spawning and rearing habitat conditions for fish, geography, hydrology, water quality, and fisheries and restoration projects. In 2004, the U.S. Fish and Wildlife Service initiated a study to evaluate experimental releases of adult hatchery steelhead into the Keswick Reservoir. This project was intended to investigate potential fishery benefits of outplanting excess adult hatchery-origin steelhead returning to the Coleman National Fish Hatchery. The study was supported by the National Marine Fisheries Service, the U.S. Bureau of Reclamation, and the California Department of Fish and Game.

Summary:
Involves the entities and individuals asserting senior rights to divert water from the natural flow of the Sacramento River. These entities and individuals, known as the Sacramento River settlement contractors, typically receive both non-Central Valley Project water, referred to as base supply, and supplemental water from the Central Valley Project, referred to as Project water. One other contract, with the Colusa Drain Mutual Water Company, is also being covered by this EIS/EIR in recognition of its close coupling with the Settlement Contracts.

The
Watershed Projects Inventory (WPI) and the California Watershed Project Inventory (CWPI) are part of the comprehensive Natural Resource Project Inventory (NRPI). WPI chronicles past, current and future resource-based restoration, mitigation and conservation projects in or bordering California. WPI focuses on projects that handle multiple resource issues involving several cooperators such as Coordinated Resource Management Plans (CRMPs) and local cooperative conservation efforts.

WPI projects targeting restoration are also included in the California Ecological Restoration Projects Inventory (CERPI) . CERPI focuses on restoration projects and includes additional single-issue efforts that do not qualify as projects in WPI.
